Not right now, anyway. I called PayPal, and while they can see on their end that yes, Target received their $65 for the transaction, Target must be the one to respond and lift the hold from the pending held $65. For the time being, PayPal can’t override it. The guy I spoke to seems to think that it’s because of the holiday weekend that the hold wasn’t removed. Well, that just bites. The holiday weekend doesn’t stop merchants from receiving money, so it shouldn’t stop them from giving it back. Grrr.
